The Exchange is a tool for small businesses to have a better choice of health insurance policies and insurers at a lower cost, the way larger employers do now. Small businesses that purchase coverage through the Exchange will be able to pool together. This will help lower administrative costs compared to choices available in the small business market today.

Small businesses that use the Exchange to provide health insurance to their employees may be eligible for a tax credit, which can help make providing this coverage more affordable.

A Simpler Way to Offer Employees Health Insurance

The Exchange will make providing health insurance to employees easier. Employers can use the Exchange in a variety of ways. They can select a single health plan option for all employees, select a few plan options and let each employee select one, or provide employees with a set contribution amount and let them choose whichever plan option on the Exchange they like best. The Exchange will calculate the total cost to the employer and after the employer makes that payment, the Exchange will provide the appropriate amount to each health plan.

Yes. We expect that overall costs for small businesses will be reduced by 5%. The Exchange will lower the cost of health insurance for small businesses because it will spread administrative costs across more employers and will also offer small business tax credits to eligible employers. Employers who have up to 25 employees, provide health insurance and pay an average annual wage of less than $50,000 may qualify for a small business tax credit of up to 35% (up to 25% for nonprofits). In 2014 and 2015, the Exchange will be open to small businesses with 50 or fewer employers. In 2016, the Exchange will be open to businesses with 100 or fewer employees. Prior to 2017, the State will decide whether to extend the Exchange to larger employers.
